Kindred Voodoo

FENRIR is an elite group of Hunters who have been in Louisiana for over a century. Their presence in strongest in New Orleans, due to the amount of supernatural activity. FENRIR was actually responsible for the Massacre in December of 1999. The Hunters knew that the party was being run by the Elders of New Orleans and that all the Kindred of the city were to attend. However, the Hunters failed to learn that the Kindred has also invited several hundred mortals to the event. It wasn't until almost everyone was dead that they realized that most of their victims were not turning to ash. As a last ditch effort to conceal the slaughter and kill off the rest of the Kindred, they set the building ablaze.

But the Elders were waiting for the Hunters when they exited the burning building, where unknown to the public, a second massacre took place. The Elders drained and tore the hunters apart, tossing their dismembered body parts into the flames. However, one hunter lived. Sarah Cortana, the leader of FENRIR at the time, was saved by Eve. Sarah was moments away from losing her life at the hands of Vaygrim, when the Elder stepped in and stopped him. 

"Behold," Eve motioned towards the crumbling building, "look at what your actions have caused...look at the death you have brought upon us all. And it is because of this that I spare you." Eve and the other Elders turned to leave, "You shall forever live with this stain upon your soul."

Sarah Cortana and Eve later formed the Truce we know today. Sarah eventually died of mortal means, leaving her daughter, Riley Cortana in charge of FENRIR. Riley still upholds the Truce her mother and Eve created 15 years ago.
